The difference between the ECA and site specific standard is inconsequential.What matters is that the emissions that remain high continue to be reduced to the lowest target set out in the standard from 2015.
Understanding that some industries, given current technology and existing infrastructure, will be unable to meet the provincial air quality standards, it is expected that ALARA will be the next best thing.
Creating a technical standard for the steel industry should still be a goal to work towards. Abandoning this and replacing it with an ECA misses the point of the updated legislation that allows for technical and site specific standards, and it does not seem right.
