Since this plant will work in various locations in Ontario, Ministry should have clearly requirement on its location must be away how many kilometers distancing from residential, commercial sensitive land uses, also keep away how many hundreds meters distancing from light industrial like warehouse, auto shop, bakery etc..

In any case, public health and safety must be top priority, we have big land, few population, such mobile plant always should work in the location where is enough far away from public.
