I recognize the Region has done a lot of work to get this project to this point. I recognize it has not been an easy process, given some of the Parties at the table, namely the Milton Heights Landowners Group (MHLG). I appreciate the request for comments. Mine are as follows:

1. NW-2-G1 will be realigned such that it will be in close proximity to a heavy stamping plant (Magna) that operates 24 hours a day, seven days a week. What will the Region do to mitigate the impact of the noise and vibration on the species at risk and its habitat? Please see page 4 of Appendix H found on the Town of Milton's website at https://www.milton.ca/en/build/resources/MHeights/DevApp/Appendix-H1.pdf. It shows the current channel of NW-2-G1 in green and the proposed channel in blue. Other documents in that Appendix may be of interest/relevant to this exercise.

2. There are very few homes and businesses in that vicinity currently. However, developers have received approval to build 400+ residential units and supporting infrastructure (roads, sewers, etc.). There are further plans for businesses and eventually a hotel conference centre. What will the Region do to mitigate the impact of all of that new development on the species at risk and its habitat?

3. Is a Record of Site Condition (RSC) required prior to the realignment of this watercourse for the properties involved, including the property owned by Valleygrove Estates Inc. (also known as Century Grove and 1321387 Ontario Inc.)? I was not able to locate an RSC for this property on the Brownfields Registry. The property has been used historically, and is used currently, for agriculture.

4. The watercourse will also be realigned, in part, on one or more of the properties owned by Milton Meadows/Royal Park Homes. Although there are three RSCs showing on the Brownfield Registry for Milton Meadows, I don't know if those apply to the subject property. If a RSC condition is required prior to the creek realignment, it would be prudent to confirm there is one for Milton meadows/Royal Park. A large portion of the lands owned by Milton Meadow/Royal Park in this vicinity have been used for agriculture. I don't know if some still are.

5. Are Environmental Site Assessments (ESAs) required for the properties which realigned watercourse NW-2-G1 will traverse? As mentioned previously, some of the land the watercourse will be realigned to/on have been used and/or are currently being used for agriculture. I am trying to find out if a Phase 1 and a Phase 2 ESA have been conducted for the Century Grove property and the applicable Milton Meadows properties. I recall a Phase 1 was conducted for the school property owned by Milton Meadows. However, I don't believe that property is related to this exercise. I am not optimistic I will be successful in getting the information about RSCs and ESAs before the comment period closes as I will be out of the country until November 27th. I believe the Region of Halton will be able to find out if RCSs and ESAs exist for the related properties much more quickly than I.
