Regarding EBR Registry number 013-3384 This energy intensive operation and facility is within 200 to 300 meters of a daycare (Kids and Co.), a city playground, and splash bad (Maple Claire Park), and residents (on Viella St., Tarragona Boulevard, McCormack Street and Maybank Avenue) and a shopping plaza (the Stockyards); over 500 residential dwellings are located with 1 km radius of this facility. 1) What is the distance from the point of emissions to the daycare, Kids and Co in the stockyards? 2) If approved what will be the total and incremental change in the concentration of chlorine dioxide and chlorine gas and lactic acid and ammonia and NOx and PM2.5 in the air outside and inside of the daycare? 3) Will these increased exposures are Kids and Co. constitute a health hazard for the infants and toddlers attending? 4) What will be the incremental increase in asthma risk for the children at this day care as result of these exposures? 5) What is the distance from the point of emissions to the playground and Splashpad immediately south of this facility at Maple Claire Park? 6) If approved what will be the total and incremental change in the concentration of chlorine dioxide and chlorine gas and lactic acid and ammonia and NOx and PM2.5 in the air at playground and splashpad at Maple Claire Park? 7) Will these increased exposures at Maple Clair Park constitute a health hazard for the infants, toddlers and children who play at the park? 8) What is the distance from the point of emissions to the residents on Viella St., Tarragona Boulevard, McCormack Street and Maybank Avenue? 9) If approved what will be the total and incremental change in the concentration of chlorine dioxide and chlorine gas and lactic acid and ammonia and NOx and PM2.5 in the air outside the residents home on Viella St., Tarragona Boulevard, McCormack Street and Maybank Avenue? 10) Will these increased exposures at these residents constitute a health hazard for the residents? Will there be increased risk of cardiovascular disease or increased risk of asthma for any segments of the population. The notice provides no information on the scale of the proposed changes; the mass of chemicals to be emitted. What is the capacity and mass of emissions from the proposed burners and charring exhaust? What is the peak, hourly, daily, weekly, monthly and annual mass of emissions for chlorine dioxide, lactic acid, ammonia, and nitrogen oxides, PM2.5, PM10, and ultrafine particulate? Please provide the scale of these proposed new emissions, and the total emissions from the facility. At what elevation are the emissions points? Where on the property are they located? What is the current tonnage of carcass weight processed at this facility on a daily, weekly, monthly and annual basis? What is the proposed additional tonnage of carcass weight processed at this facility on a daily, weekly, monthly and annual basis? Does the Ministry responsible for approval verify the mass of emissions? Does the mass of emissions approved match known levels of emissions per unit mass of live-weight-killed or per unit mass of product? I also want to point out that the proponent is not an ideal corporate citizen for a developed area. For example – the site is very hazardous as a pedestrian because of several factors, namely: staff park their cars on the sidewalk; fork trucks are on the road; staff food trucks obstruct sidewalks; delivery trucks, chemical, waste, and livestock trucks obstruct traffic on the road and obstruct passage for pedestrians. The sidewalk and road are particularly filthy, muddy, dirty and dusty. Often the odours from this facility are particularly vile and permeate residential areas and the stockyards plaza. This operator and/or the their contractors recently spilled animal carcass for several kilometers along Keele street creating an extreme nuisance in odour and visuals (heaps of entrails starting on Keele St at Dundas all the way to Bloor where Police finally stopped the negligent/incompetent operator.)
