I have 9 comments regarding the proposal of this facility at 237 Brant Street: 1. The applicants (Terrapure) mentioned that this application is for a one year pilot project to test the feasibility of this biosolids to fertilizer project at the open house on October 16. I have looked at the information provided on this Environmental Registry portraying to this site and don't see a mention of it. This concerns me greatly as the information is not clear/complete. I would like to make sure if this project is approved that it is for 1 year only. 2. The proximity of this proposed project is too close to residential area (closest residence is 20 meters from the site). The proximity raises alarms regarding odours from the site. Terrapure mentioned there will be ammonia gas production during the process. This gas is a known lung, throat and nose irritant, not to mention unpleasant in odour, if released would make the nearby residential outdoor spaces impossible to enjoy. We all have the right to enjoy our outdoor spaces. 3. Regarding the odour comments the reps of Terrapure said they would depend on the nearby residents to let them know if the odours are bothersome so they can adjust their production and processes. This answer is unacceptable. It is not the job of local residents to police odours or pollution releases and report them. I realize there are special circumstances when accidents happen but they should be first prevented. 4. Prevention of odour releases during the process as well as unloading of biosolids is not adequate. The building proposed to run the project in has no safeguards against odours and Terrapure said at the open house that they are not planning to implement them for the pilot project. The building has many open garage doors witch allow continuous airflow through the facility ensuring that the odours/gasses will be able to freely escape. This does nothing to prevent odour potentials to the nearby residences. I suggest Terrapure install a negative pressure system in the building with scrubbers to clean air being vented out. 5. Ammonia monitoring stations should also be set up along the fence of the property to help monitor ammonia levels leaving the property. 6. High levels of ammonia gas are also explosive in high concentrations. Steps should be taken by the company to protect their workers and nearby residences. 7. I'm concerned about the odours escaping from the trucks loaded with biosolids waiting for processing. The proponent should NOT be allowed to stage arriving loaded trucks or park loaded trucks of any kind outside the building to reduce any odour emissions into the surrounding areas. 8. I would like to see any trucks coming with biosolids to the facility use only Burlington Street/Nicola Tesla before turning onto Sherman North and not drive through other parts of the city to minimize PM2.5 pollution which we have plenty of. I would like to see this issue addressed by the company, no matter how few of their trucks will be coming to their facility. 9. Noise emissions is another concern. The application mentions that the noise from the processing unit cannot be heard from a 100 meters away yet the closest residence is 20 meters away and there is not mention if they will be affected by noise or not. A proper noise study should be done to determine if noise levels will be heard at nearby residences when the unit is operating. I hope you take the above comments into consideration regarding approval of this facility's project. I understand that our society creates waste which needs to be dealt with but I also believe that there should be consideration given to the residents around the area and their quality of life and environmental impact that may reduce that. Especially when the facility is planning to process biosolids from outside the area they operate in. I know that the Woodward Water Facility will be processing Hamilton biosolid waste which means Terrapure will be bringing biosolids from elsewhere. I would like to add that the fact that this facility did not need consultation from residents is rediculous considering how close residential area is located to the site. Also, not enough time was given to the local community to make comments, especially because supporting documents for the application had to be viewed at the local Ministry of Environment office and were not posted online at the Environmental Registry application page.
