The current application for SWM on the Picton Terminals property does not do anything to prevent salt runoff into Picton Bay. Salt is soluble, dissolving readily water and an oil/grit separator (as proposed) does nothing the remove salt from stormwater. The proposed "rock storage bins" have rotating/flipping covers to allow for overhead filling. How would a lid/cover for this be designed to rotate back and forth and prevent rainwater from entering the storage area. This is likely not achievable and hence, rainwater will penetrate the salt storage areas in the same manner as they are loaded or seep in from the sides and continue the salt leaching process that is currently occurring at Picton Terminals. The owners of the Picton Terminals should be forced to clearly demonstrate and show that they can stop all surface water from entering the storage area. The storage areas are being proposed to be cut into the existing limestone escarpment. This fractured limestone cannot be expected to be able to prevent infiltration or leaching as it is fractured limestone with cracks, crevices, etc. Evidence of this can be seen from the significant amount of leaching already occurring at the property through the exposed rock face. The Picton Terminals property is currently being operated as a quarry but is not being reviewed as part of the Aggregate Resources Act. The Ministries of the Province of Ontario should get together and correct this issue. The property owners are using loop holes to circumvent the proper legislation's and using one agency against the other. They are currently selling (under a contract) aggregate to the Amherst island wind farm, several thousand tonnes of crushed rock be quarried from the property and shipped from the property under a contract that specifies the quantities required each day (personal communication with the property owner). How is this not considered a quarry/pit? The current SWM will not address any of these concerns and continue to allow salt to runoff into Picton Bay.
